Electrical /HVAC Engineer
1. Job Overview / Summary
The Electrical and HVAC Engineer is part of the team for the MARSA LNG Bunkering Project, a key initiative within OQEP and TotalEnergies' energy transition strategy. In this critical role, they will be responsible for ensuring the Completeness of Electrical and HVAC commissioning activities performed by the CONTRACTOR to ensure these Systems are fully operational for plant Start-up. They will report directly to the Commissioning & Start-up Site Lead.
The Electrical and HVAC Engineer shall ensure that the preparation and execution of Operational Test/Energisation Procedures (including Black start) are in accordance with Procedure and specification for Electrical & HVAC systems. They shall also ensure mentorship and training of the future Field Operation Personnel integrated in the Commissioning and Start-up Team to support a smooth start-up.

3. Experience Requirements
- Total Experience Required: +15 years’ experience in the Oil & Gas industry with proven experience with large onshore plants and LNG plants.
- Relevant Experience Required: Several years of proven experience in Commissioning and operation stages of LNG projects.
- Industry-Specific Experience: At least +10 years’ experience in similar positions.

5. Responsibilities and Skills
Key Responsibilities:
- Project Phase – Commissioning and Start-up Preparation:
- Ensure quality and completeness of Electrical and HVAC Commissioning and start-up engineering documentation (final deliverables from the Contractor and Vendors) in compliance with the Project Scope of Work, Specifications, and Procedures for an adequate handover to Operations.
- Ensure Contractor identifies temporary equipment requirements timely to avoid schedule impacts.
- Monitor and follow up on the execution of commissioning, including Factory Acceptance Tests (FATs).
- Review and approve Black Start Procedures and any Engineering Query modifications.
- Identify and address internal/external interface issues with the Commissioning and Start-up Lead.
- Project Phase – Commissioning and Start-up Execution:
- Witness Electrical and HVAC activities performed by the CONTRACTOR ensuring compliance with company requirements.
- Validate Punch list items and ensure progress aligns with Start-up commissioning sequences.
- Optimize vendor mobilization for Start-up and ensure proper reporting, recording technical/planning information.
- Co-sign commissioning dossiers, certificates, and verify "as-commissioned" documentation for handover.
- Ensure equipment preservation and compliance with safety procedures during and post-commissioning.
- Production Phase:
- Develop Electrical and HVAC learning programs for Marsa technicians.
- Promote a learning culture and improve on-the-job training methodologies.
- Mentor technicians as part of competence assurance and operational excellence.
- Ensure all Electrical and HVAC activities comply with HSE policies and regulations.

The project aims to develop Oman as a regional hub for LNG bunkering and includes a midscale LNG Plant capable of 1 MTPA with associated facilities like marine jetty, storage systems, and potential future expansion to 2 MTPA.
